At a 10/20 refresh rate, you can buy 360 BA (refresh*36)
At a 9/20 refresh rate, you can buy 324 BA (refresh*36)
At an 8/10 refresh rate, you can buy 288 BA (refresh*36)
At a 7/10 refresh rate, you can buy 251 BA (refresh*36-1)
At a 6/20 refresh rate, you can buy 216 BA (refresh*36)

If you'd notice, those in the dead zone we currently know as the 7/20 refresh rate are at a sever disadvantage!!!! This greatly enrages me, and is a dispicable lack of respect for us 7/20ers!!11!!!11!!one! I DEMAND it be fixed IMMEDIATELY!!!!

(Note: the anger was sarcasm. It only effects spendable BA by 0.13245%, but it is still ever-so-slightly imbalanced all the same :P)
