Every day, we have 10-15 people get congratulated for finishing the tutorial then leave. then get congratulated again. then leave. then get congratulated again. then leave... Usually at least 10 times, depending on the presence of ops...
I spoke to one, and he claimed he wasn't refreshing, and that the window kept reopening itself in the mainframe (this has happened to me a few times as well). This isn't good for chat, as it is often flooded. Even worse, this can't be good for retaining newer players... Unless this is an intentional attempt at graphics (keep the screen moving fast enough, and you can swear something's happening) :P
Either way, 'tis an issue that should be addressed as soon as feasibly, and conveniently possible ^_^
