When equipping these beasts do DD spells auto hit? Kind of confused by that.

Direct Damage spells always hit their target. Displacement Boots concern against people who use ranged and melee weapons.

"Gives no protection against Direct Damage Spells and does not grant AC; instead decreases effectiveness of enemy PTH (Plus-To-Hit) enchantment based on Enchantment (+) points added to the boots."
DBs affect DD spells in no way.
The decreased PTH affects melee and ranged weapons. DBs increase the chance your opponent will miss you.
