Differing levels but same gear?? (in General)

What would cause this?

A Katana [74x25] (+7)
An Amulet of AC [0] (+12)
A Mithril Chain Mail [28] (+36)
An Elven Cloak [4] (+9)
A Pair of Leather Boots [4] (+9)
A Pair of Elven Gloves [3] (+9)
A Cornuthaum [0] (+7)
A Mithril Shield [20] (+31)

The Corn is not giving the same boost to the EO and ED spells or my armor/shield is not having the same impact on the two spells.

Armor ED penalty is 2/3 of the EO penalty, does that clear it?
