PR Weight error? (in General)

I noticed that the 2007 CB T-Shirt adds 0.2 PR instead of 0.1 like all of the other items that confer only AC. Is this a typo? Should it really be 0.1?

Or should it actually be zero, since it can't be upgraded, and thus always adds zero PR?

I think this piece of gear adds zero PR.
