I have some silly questions (in General)

Should I use ROE and then buy a big tattoo at the end?
dilemma: I might end up not able to buy a tattoo of my size at the end, as no one from the top would sell their tattoo and even if there is, no one would sell cheap

Or should I level up my own tattoo?
dilemma: Growth is so much slower

Is evasion really that good? It doesn't help in my battles so far, I am thinking of unlearning it.

There aren't many big tats around so upgrade as high as possible or buy a big enough one. Fight with the RoE up to that point (MTL) and then slap on that big tat.

Evasion is that good but you need a lot of exp in it and big enough items. And since you're using an RoBF you rather might want to unlearn that magic missile. And train the other minion in amf and amf only

Compramise. There are 3 steps to a successful NCB run, there's the preliminary NCB which is used to level your tattoo into something fierce (This step can be skipped with one CM to GW, and one to DrAcO or Sox ~_^ "Don't have a ChatMail account? Sign up today, for FREE*!"), then the money-saving/obtaining step, then the actual NCB, where you either RoE the whole way through, or RoE until you can level your already large tat is under your MTL (about half a NCB or so...) then switch to the tat and develop your strategy from there. Or RoE the whole way through for huge MPR, and still have a decent-sized tat from the NCB before in the end of things, maybe feel around for any possible instas. It also depends which tat, because unless the ToE gets nerfed, it doesn't need to be all that big compared to your MPR, but with a Familiar, you're gonna want the largest one you can get... :P Anyway, just my jumbled thoughts thrown haphazardly together in an attempt at a paragraph. Take it as you will ;)
