is the bonus AC given by SS considered as base AC or + AC?

isn't it just raise up efficiency back to what it used to be? Thus it should apply on both base and + of AC.
From my understanding:
Pre SS bonus for AC = 40 + 80 = 120*0.8 physical + 80*0.8 magic
New SS bonus just put it back to = 120 physical + 80 magic
From the Changelog:
Added "Steel Skin" skill;
At a level of 1/5 your HP, it will boost AC effectiveness by 25% (that is, back to the old AC effectiveness, since 1.25 * 0.8 = 1)
