Nothing suspicious about it as long as he doesn't do onesided or unfair transfers. Or his brother sells out as soon as their NUB is up.

I wouldn't do any xfers with someone using my IP address, but that's just me.

The admins seems pretty good at what they do so I wouldn't worry about it.

It's fine to play CB on the same machine as another player, there are many more layers of detecting a multi beyond shared IPs :)
