I have to get my "level 3" drivers licenses BEFORE I get my motorcycle licenses...how stupid is that...the whole reason I wanted my motorcycle licenses is so I didn't have to get my drivers licenses...blah...now i'm mad...going to watch movie

Probably because the motorcycle license tests proficiency on the roads with a motorcycle. NOT whether you know the road rules. So you have to take the normal one first =)
