I don't fight with weapons but when I fighting with a much smaller character, equipping an elven stiletto, I saw the following post stats:
Melee Base to-Hit 60
Melee Bonus to-Hit 25
My weapon is a +25 ES.
S0 my effective PTH is 85?

No, your PTH is 25, but you can get up to 160 CTH according to the DX ratio between you and your opponent.
You get (your DX)/(their DX)*60, from a minimum of 0 to a maximum of 100+60. And then you add 25 (minus evasion) to get the chance for first hit.
