So how many hits would you get if you had the same DX as your opponent? Or are you doing away with the base CTH entirely? What is the problem with the current system that is addressed by your proposal?

This sounds rather arbitrary, again I'm not sure what the problem is with the old system that your system improves on.

I agree, I think 3% is too much.

I don't mind the rolling BA idea, not sure how it would fit in with clan points though.
I'd add that I'd like to see a clan overhaul, specifically a bit more separation in the clan bonuses at the top end of the scale
