OK, I'm confused now.
I'm using my 1.1 mil level Tattoo as a ToE on a new Charcater. My MTL is a whopping 64.
Currently, my ToE gives me 41% Endurance (for hardly any PR). The same amount of endurance it gave me when my MTL was far over my Tattoo's 1.1 Mil level.
Is the Endurance granted by a ToE broken, and using the Tattoo's full level, and not MTL cappd level? Or should a Tattoo of size 64 be giving a 41% reduction to physical damage?
I'll see if I can snag a base ToE to see.
A lesser ToE, level 20 grants zero Endurance.
Swapped back to my 1.1 Mil Tat, back to 41% Endurance.
Looks like MTL isn't working here.

I don't get more extreme dex / str when I put 2mil n/w TOA on my item holder char. If this is real, guess it only happened to TOE, since the change.
Though historically, GL do post a lot of stuff while smoking something strong :D

Although not ususally at work! :P
Would anyone else with a large ToE mind sticking it on a small character and seeing if they still get full Endurance?

I tried with a Lesser ToE level 45k and a MTL of just over 1k. Got a .225 Endurance.
Does the Lesser give the same amount on a character with a MTL over 45K?

It certainly does. 0.225 effect on both characters.

ToE Endurance isn't limited by the MTL.

At least that's what PBS says. Who knows the actual _effect_ in battle... (I didn't notice a significant difference on the higher MTL character).
