OK, I'm trying something silly.
I unlearned everything I had, and trained a base AS and put everything else into FB.
After fighting once (and losing) I changed to a standard fight list and noticed I have a Score of 1.
new message on Train screen
"Your Score is significantly lower than your Power. This means that either you need to fight more challenging opponents, or your strategy needs to be optimized. Ask for suggestions in the New Players chat room!"

I noticed that somebody else had this happen to them recently. I can't remember who for the moment; give me a mo and I'll find out.

Power 628,997
MPR 628,997
Retired my 2 Mil MPR character with a Score of 1. ;)
Yes. LittleLauren had a score of 1 for a couple of days, and it had a direct adverse effect on me because she went from a 100% challenge bonus to a -74% for me. And that's not helpful.
Jon/NS, is this a bug with the new Sore capping on retraining?
