I know ENC reduce AC. but does ENC reduce the DD reduction of elven harberk?

I doubt anybody but Jon knows for sure, but it's very unlikely that "special" bonuses from armor pieces are affected by encumbrance.
All things Encumbrance affects were manually added by Jon, so it's improbable that he forgot to say it also affects the special abilities of armor.

I don't think so. MgS isn't reduced I'm pretty sure.
