It says it increases AC effectiveness, but the explanation of it is confusing to me. Can anyone give a brief explanation of it? And compared to Armor Proficiency, which is the better choice?

SS gives a 12.5% increase in your AC, and need to train up to 1/8 of your trained HP, AP gives a 40% flat reduction in penalty (so your wall armor hurt less, or Helm of Clearsight only give -3 AC and 1.2% DD penalty instead of -5 and 2%), only need to train to base, and doesn't give you extra AC (except for HoC, which give you 2 AC).
