When should I stop training Str.? (in General)

Strength (From the Wiki)
The amount of ST trained will increase the amount of damage one can do with a physical weapon. It also increases the Encumbrance limit on a minion significantly. (Having x4 the strength will increase damage by x2; you must also upgrade your Weapons either using the Blacksmith or Forging to keep your damage on par). Strength trained on a Mage will not have any effect on the damage, for strength to be useful you must have an Archer, Tank, or Monk.

What does that mean? x4 the strength compared to-what-increases the damage by x2? The problem is I don't know the circumstance in which its maximum effect is reached. Is there one?

nope, you should stop training strength in the event you decide to switch to a mage, but that's about the only reason to ever stop training it for good. notice at the higher levels, there are tanks with ST well over 10m after item boosts, and they continue to use them.

if you have 250k ST and you hit for 100k, you'd need 1m ST to hit for 200k

There is no maximum effect.
Multiplying your strength by 4 will double your damage.

So you have 1 million strength now. If you somehow train it up to 4 million, your damage will double.

More realistically if you train it up to 1.5 million, your damage will go up by 22%. As a tank to keep your damage up to reasonable levels you have to keeping spending money on your weapon as well as increasing your strength.
