Am I to understand that VA doesn't fizzle under opponent's DM, but rather just gets its level reduced and damages the attacker?!?!

No, it fizzles like any other ED if the enemy DM is large enough.
But if they have the luck to get the DM "just right" so it reduces it enough but doesn't make it fizzle (or if you nerf yourself via base VA and ED penalties from armor pieces on caster), then you get those results where you actually lose HP instead of gaining any.
