I did not mean to imply that all I should get is a fine, i would not want to attempt usurp that responsibility. I could see a chat ban, and or deop being an option considering it's not my first offense.

Well, anything more than that would be absurd. A 4M object is plenty enough punishment, especially when all you did was speed a little bit, you didn't actually crash your car.
