I'm pretty sure I've seen that picture before. He was rescuing that child, and they were out of combat. The soldier wasn't really using him as a meat shield. That would be just plain evil.

It is clear to me that the child IS being used as a meatshield. If he was saving him, why would he be carrying him in one arm, protecting his torso, with the other holding his gun? This is clearly a block-and-strafe technique in action.
