So, while offline, I earned 99 BA even though I should still be in the 10per bracket. But when I'm online, I'm getting my full BA Refresh. Did I miss something in the few months I was away that changed the way the BA Refresh works?

BA refreshes aren't as simple as they seem... 'wonky' ones have always happened.
Well I checked you logs out, you fought once at 6:01, then continously at 6:03 and on.
Prior to that, check the 24hr version *pats*, I was last on at 3pm. 3pm to 6pm is more than 99 BA unless my math just really really sucks.

BA are regenerated every 20 minutes.
In a thread on the exact same subject back on March 26th, I wrote (fixed wording to make more sense):
"I know for a fact that BA refresh is not perfect every refresh, nor is it on time (ever), but it does seem to do a much better job when you are active on CB during the BA refresh, though still not right at the 20 minute mark, I've noticed it comes closer to :08, :28, :48). But IIRC, BA refresh is a decimal after your set BA refresh (6.__, 7.__, 8.__, etc.). So it could be 8 one refresh, and 7 another refresh. I think i remember seeing someone post this somewhere, no idea where I would've seen it though."
