bug: jiggy evasion doesn't get boosted properly (in General)

nem brought this up in another thread and i thought it deserved its own bug thread as well as known issues entry.

i never realized that the uc skill worked differently from the jiggy or i would have posted this much sooner!

if you put skill boosting elven gear on a uc minion, his evasion level goes up along with the boosted uc skill. on a jiggy this doesn't happen and his evasion is always figured at the base level of the tat granted uc.

to prevent double dipping on junctioned evasion, the level coming over to the jiggy should be the raw level and not the boosted one.

This is all part of the same thing.. please don't split the same issue up into so many threads. It's very hard to keep track of this.
