3 - ROT47. Wow. Quite an accomplishment. Either you are a master of programming languages or you have been extremely lucky. Doesn't matter either way, because you have just won the contest and my 300k.

Actually, the first part isn't really "encoded" in hex(adecimal). The encoding is ascii; it is just displayed in hex.
