EBs or DBs (in General)

The reason i am asking this is that EBs would give me a boost to both my UC which increases my ability to hit and my DX which also increases my ability to hit. I understand that the DBs are useful cause they ruin a lot of tanks but if i don't hit them i don't see how it makes my situation better. I am asking on your opinion on which is better OVERALL.

Use EBs, that's a buff to your damage, DX, PTH, and Evasion all in one.

DBs just hits one of those 4.
