Explain the use of personification in the story "Rikki-Tikki-Tavi". Give reasons why the story is more effective with personification than it would have been without personification.

personification is giving a non-human human-like qualities. I'd assume from the link, that the personified thingamabobber in question is the mongoose. I would imagine that it can talk or otherwise communicate. Without this, the mongoose is just a strange-looking squirrel or bicycle that people really don't care about. But with communication, comes interest, comes effect!
Booyah, didn't even really read the question or know the material and aced it!

Um, do your own homework?
Jesus Christ in a sidecar. Seriously?
Nothing, assuming he cites his references.
hehe, i think help would be asking someone to read your answer and then give input on how you could improve it.

Not to mention the assignment is subjective (though I wish it allowed the student to say why or why NOT they thought personification helped, and let the quality of the answer merit the grade). It's a very leading question.
This isn't the type of question you can really "help" on, other than critiquing an existing answer (as dudemus has already pointed out).
