Decay acting wonky... (in General)

Is decay not working for anyone else... I fight one person, DevelopmentlyDisabled and my decay minion is supposed to cast Decay... but when he does it attacks for no damage... now for someone that doesn't use AMF that is not supposed to happen... any clue what is going on here?

After more testing I have found that my decay is busted! Must Needs Fixing Naos!

And after more testing I found I was over my ENC... and when I went over my ENC my Decay acted like a zero level spell... in other words stopped working...
