when i have a hoc equipped to my mage it fires in the extra first round but why is it when i equip a second hoc to my tank my mage no longer fires in the first round just my tank? i
interesting i unequip both and requip the mage last now i'm having both characters firing in the first round

simple explaination: your tank is a killstealer.
but when you equip the mage last, the tank doesn't realize that the mage had one on, so he isn't prepared to KS him anymore.
