Strategy Design Contest (in Contests)

I'm spearheading a dead zone revitalization project.
We have all of tourneyprizes's characters to work with, and we need to create strategies, preferably with minimal equipment, that will be of an appropriate difficulty level (i.e. not farmable by people too low down MPR/PR-wise, but still beatable by people suffering in the dead zone).

Slayer has said that, given a well-formatted list of names and XP allocations, he would be willing to implement these changes. It's a temporary fix but it's all the fixing we've got so far, so let's make it happen.

The reward is less dead zone for a while, and therefore a more competitive, more fun endgame for everyone.

Directions: Select one of tourneyprizes's characters(retired is fair game) that you think has enough MPR to survive in the 3.5-5.5 mil score range. Design a strategy you believe is robust, ideally with minimal gear. Post it here, along with the character name, and feel good about yourself for helping a struggling game get a little bit better.

I actually prefer characters that can hit much higher targets and lose to much lower ones. This allows some score redistribution (I've previously asked if it was ok to fight TP chars).
