One more NCB question (in General)

I have been scouring the changelogs for the last little bit but have come up with a big fat zero on this one.

Can I buy 1600 BA and still start my own new NCB with the 1600 BA?

Make sure you wait till a wacky X time, and ask for someone to gimp/unretire a large character for you to beat on!

I will be doing it during whacky exp time but because of my tight work schedule right now I won't have the time to beat on the same character :(

I mean I have access to a computer now, but not for something that involved.
