Does tat growth take account of ncb?

Tat growth is based on XP earned, the rest is simple.

Your tattoo will grow along with your NCB. If the bonus is 500% your tattoo will grow 500% faster also :). If the bonus was 50% your tattoo would grow 50% faster.
The ncb applies to experience gained. This means that it is incorporated.
