Okay, the wiki said it would drain 20% of the damage delt, but I have only seen this happen once.. =/ Anyway to increase the chances?

It does drain 20% 100% of the time, the drain is capped at the targets HP though, no giant leeches off of 20 hp minions.
I've hit over 10k on many minions with over 20hp, but it simply doesn't show that the hp is drained. Maybe it's just a "behind the scenes" thing..?
Have you been hitting PL?
I hear leech doesn't work if it's absorbed.

Any minion that uses PL will not drain HP.
Yeah, Shadow, your minion has PL trained. Per the wiki page on PL:
"A minion training PL will get no benefit either from VA or Morgul-Hammer (MH) / Blade of Thuringwethil (BoTH)."
