Do you need an Amulet of Junction for the character wearing the Rune of Balrog Flame to benefit from AG's or NSC's?
since its not a tattoo but a rune?

If it could work that way there would still be no benefit, if I'm reading your question right, because RBF damage is RBF damage not magical damage. It's untouched/increased/decreased by any item worn by the minion wearing the RBF.
Would be nice if it worked the other way though.

However RBF damage is also untouched by AMF, so that's good I guess.
