Hi, its my first time seeing a game with a goals requirement... why does this game have it.

Gives you the opportunity to make some extra cash while orienting yourself with different game features. I don't think they're necessarily required.

I agree with ya there... it feels like an uneccessary requirement. waste of a character too lol.
Characters are free. Feel free to waste as many as you want :P. Actually, they come with a $100 so maybe they are even profitable ;)
Except to get that hundred bucks off of there, you have to buy some whips, transfer them to another character, and sell them.... Not very efficient :)
But it's doable..?

its as profitable as trying to resell a pawned game thats fully scratched and nearly destroyed.
