Did it recent get reduced to .5 for the new item?
Wiki: "Armor proficiency reduces the penalties given by Armor with a flat 50%, but you still get the full effect from the bonuses of the armor."
It is the same concept as bloodlust.
The display might have been updated.
But the effects of the ability haven't changed.
