Read all 6 sentences. Ideally this is intended to be applied towards the Chakram to reduce rarity. Not Spell boosters, but I am always supportive of anything BM to spawn.

Yup, he's right, "Thug" has 5 votes in 5 days (20-25 Nov) on a single 8-vote item... hah, the black market auctions should be FLYING like mad, and prices of all base items should start hitting rock bottom (unless the black market auctions don't count in the calculations for Mr.Chairman) :D

I told all my friends I'd vote if it was easier to access (I.E online). I guess this is the perfect example that i'm pretty much a liar.
