Encumbrance and EC (in General)

My understanding is that EC doesn't affect Encumbrance, that it is calculated prior to anything being cast. However the wiki says:

With the introduction of Encumbrance, EC has a wider effect on both Tanks and Mages. Evasion, DX, ST, AC and DD damage are directly affected by encumbrance and, as EC affects ST, it manipulates encumbrance to affect a heavily armored tank, wall or mage.

Is that correct? A big EC will blow up a tank's encumbrance to the point they can't do anything?

It is true. EC effects Enc since it is calculated before battle. However, strength drain from exbow does not contribute to ENC.

Not too sure, but I think bonus from leadership also doesn't effect ENC.

EC is calculated before battle but after item bonuses.
