Fractional BA? (in General)

Is the server resetting a bunch? I'm supposed to be getting 10 BA per cycle, but I've gotten 6 BA two cycles in a row, and since noon I've been logging in periodically and had amounts like 43 and 12, rather than multiples of 10 like I should have. Is anyone else experiencing this?

I thought they'd fixed that to be separate in like 2005. He's retired now, so let's see what happens.
