How does the auctioneer work? Does it randomly spawn items, or does it have to be admin activated? Or is there something that had to happen for it to spawn new items?
It's very disheartening as a new player, with no player base to speak of. There is no other way it seems to get items when there is no real market in the game anymore.
It will spawn items randomly based on number of active players (I'm PRETTY sure) and although it is random, the item that you look for (other than supporter items) will eventually pop up. As a new use you actually get a ton of money to spend within the next 6 months so just sit tight and be patient. Alternatively you can also make a thread in FS/WTB section of the forum and some players may probably sell you the item you need (or better yet give them to you free :).
Also, the small player base is actually an advantage as far as getting items goes. When there were a lot of players the competition was FIERCE. It was not unusual to have to wait months for an item unless you were willing to overpay.

Who is this central banker? It appear it hasn't logged on for many years, yet is able to bid? What's the reason behind this

Central Bank
This is the clearinghouse for admin-related transfers and confiscations. Central Bank also may play a role in subtly controlling the market via one-time, last minute auction bids. It can be viewed from this link
In order to be sure to keep central bank from sniping your auction, you must place a bid one increment over the minumum, this can be done by bidding the minimum, refreshing the page, and bidding again.

best way to beat central bank is to make your max bid what the highest amount you would be willing to pay for an item, just as if you were bidding on ebay, central only bids once at what it has deemed fair market value. if you like i could go more in depth on this
