It's been there for a while but it is only being tested. Don't hold your breath, you will probably never get to use one.

Base AC 0.
Upgrades do not affect AC.
Adds Armor Proficiency.
PR weight: 0.2.
Does not spawn.
Not upgradeable.
well based off the tolkien mythos, being and elven worn item i would guess it doing something like the elven gear does boosting DX and skills. just my guess
