I would say probably because forging simply doesn't compare with running a NUB for making money.
Could we possibly limit the amount of consecutive NUB runs a player can have?
If I remember correctly, Tal stated we could run only 1 every 6 months. But capping the number of NUB's could be something worth looking into.

Although, if CB2 ever revives sufficiently, then the reasoning behind these unlimited NUBs would become moot, and I'd be fine with them ending, if that becomes the case. I just really want CB2 to revive....
Haha.. I just like messing with you! I see it both ways. Not many people playing but on the other hand, people have been running their characters for years. Their characters won't be that competitive soon.
People have been running their characters for years and are going to be forced to quit or run a NUB. Long term, it could be worse by allowing unlimited Nub's if all the vets decide to quit... It is an interesting topic.
AB: I would consider the current situation an aberration; whatever long term solution is settled on would certainly eliminate the bending of the rules. I feel like adding rules to adjust an aberration comes too close to meatspace lawmaking for my taste.
Unlimited NuBs combined with score fixing seems like a recipe for turning this game into a NW and MPR run and less about strategies. I know that this is the exact opposite of how it was before, where a dead area existed and it was impossible to run a competitive NCB. Maybe we can find some middle ground.
The size of the NUB these days means that the NW that a forger can add in a given time period dwarfs (pun intended) that which can be added through forging. If a forger spends every available BA, they might add $50M NW while their customer runs a NUB. Afterwards, the former NUB will have several hundred million in cash, so six months of dedicated forging could be eclipsed in the blink of an eye at the blacksmith.
As for 'what can be done about it', the realistic answer is 'nothing'. There just aren't enough active players. I did have an idea about a variable 'catch-up' bonus that could be applied to everyone, combined with some kind of XP/NW decay for inactivity. But that's a lot of work to implement, and even more work to balance, and for little more than twenty active users I just can't see it happening.
