Because it is part of the process. I am saying one vote is as good as two as showing poll preference. Do you have any idea how hard it would be to give everyone two votes? Polls have always been a one-vote deal. You want Jonathan to change the code or the constants file just for this occasion? In summary: one vote = voice heard. Two votes = voice heard Zero votes = no voice heard. Zero is bad. One and two are same.
