There's a "spot" for them, so I suppose they'll come soon enough.
But (as in CB1), there's neither CB(2)$ nor items (except supporter and shop stuff) that are created "out of thin air" to be offered as prizes in tournaments.
So, until enough cash/items are gathered from rental/transfer fees and fines, there are no prizes for the winners of tournaments, hence no tournaments.
Besides, other issues like the transitional state of the economy in CB2, the item availability and the "targets" availability (which is pretty slim), and I won't even begin talking in-depth about temporarily lowered "comatose" times are reasons enough for tournaments to be postponed for a while.
