Lesser tattoos learn exp at a slower rate then their normal counterparts right? But if i get my lesser tattoo named would it be enough of an increase to overcome its 'learning exp difference' from the normal tattoo?

No. Naming will only add 4% exp to the tattoo but it will still gain levels slower than a normal tattoo.
logan, Shiv is asking if the 4% increase will bring it close the what a normal un-named tatto would be at that point.
Shiv I just suggest getting a better tattoo and then naming that so you get much more for your money :P

that 4% won't make it get much closer to the exp learning of a normal un named tattoo, but it will help though
