Since tattoos don't lose levels from unequiping them, are people loaning them out again?

You can loan them out, however most people already have tattoos and once you reach a certain level it is far to expensive to loan them out, even for 1 hour.

For example its 85k for me to loan my TOA out just for 1 hour.

There's no way to lower the levels of weapons or armor so i'm not sure why leveling down tattoos would be an option.

Jibfest pretty much nailed it Devil. You can't lower NW on Armor or Weapons which now effect PR so I guess you insta it down or unequip and fight 2 guys over and over to bring up your MPR only.
