I noticed a lot of going out of business sales and sales of high ticket items that may have to do with the PR calc change. (With all the recent changes it could be for another reason of course)
My question is:
1) Do you think the PR calcs are fair, and if not, how would YOU calc PR?

It does put quite a challenge on things because you have to be very careful on your character or you will be over PR.
I think it adds a new twist to strategy and takes away USD user's ability to overwhelm with NW. In short, I like it.

less unpenalized exorbitant uberizing :)
unless you wake up with hundereds of millions of CB cash in your account one day, it will never really hurt you that much :P
