Power Rating: 379,926 with tattoo no armor
Power Rating: 298,436 tattoo taken off = -81k PR
Power Rating: 392,841 added MS and HLC (adds 13k pr)
Power Rating: 321,085 tattoo taken off = -72k PR
So a 13k PR increase due to armor but a drop of 9k in the PR that the tattoo adds.
So it seems the addition of NW leads to the tattoo adding less PR.

no i told about it, but aparantly undertow got it first a while ago and posted that he figured it out first... but oh well at least I posted public for everyone to hear first. And rubberduck decided to make his own post lol.
I pointed it out to war, Undertow's thread shows it anyway.

And just so people know, that thread points out that it's not affecting the NW of the tattoos increase to PR, but that the more NW you add, the less PR you gain.

oh ok then..... I thought it was just effecting tattoo pr increase.
Yea, it can look like the tattoo is adding less PR but what it is doing is reducing the amount added by the armor.

as far as i know every item now adds to the PR (with exception of exp * 2/ 3 for weapons)
it also doesn't matter where the NW comes from, tatoo or other armor.
having 2 mil NW from tattoo to become PR or 4 mil from armor + tattoo makes a difference. 2+2 is 4 but the effect of 2+2=4 isnt 50K ipr + 50K ipr its the same as stacking spells, the levels stack but the effects are based on the new level.
