I am his mentor and he started asking me about this guy who achieved some high score, this guy asking me is clearly not a newbie to this game.

The player had an account previously but that got deleted, newb accounts get deleted when not used.

So, it is ok to multi as long as you don't become a supporter and then let your account get deleted before starting a new one?

I understand that the player coming back is good and all but couldn't this be used to abuse the NUB over and over for USD gain?

One account means one account, ever.

so basically what you just said wuss is that if a non-supporter stops playing and their account gets deleted they cant make another one....

The problem was that The Unholy God created a new account (TheSBGpuffmaster) when his previous account had not been deleted.

i understand that saint and im not saying he didnt break the rules, i was just talking about what wuss said
