Untraining doesn't seem to lower my MPR? (in General)

I've untrained quite a bit of XP on Tal, and it hasn't seemed to drop his MPR from 360K?

Can you lower MPR by losing XP?

you can lower mpr by losing xp though... but that takes a while because it is a bit slow..
