Tattoo of ugmentation figured out (in General)

I don't know if anyone has posted regarding this, if so than I apologize for restating old information. I know it's not in the Wiki.

The ToA's level is very specific to the added ST and DX.

Whatever level the ToA is the amount of ST and DX you will gain extra.
ST will equal 60% of the tattoos level.
DX will equal 40% of the tattoos level.

Correct me if I am wrong, but I am near positive that I am right.

You are right. Other than the above, the ToA also provides a % for chance to hit for the minion wearing it.
