ToA's PTH question. (in General)

The ToA's bonus to PTH: just so I'm clear on this can somebody clarify:

I've got a tattoo sitting about 480k level. Which according to the Wiki affords me a bonus of about +45 PTH, right? So if I'm using a sword that has a + of 55 then they stack yes? So my virtual PTH on that weapon is around a +100?

If that's wrong can somebody explain how it works?
