NCB and transferring characters (in General)

How do they relate to each other?

Is the NCB status linked to both character and account?

If you create a NCB character you are then locked out of creating another until four months have passed, even if that character is retired or transfered. But does the bonus time stay with the transfered character?

If so, does it only stay if the account it is transfer to doesn't have a NUB or doesn't have an active NCB character (or isn't locked out from creating one).

Or is the NCB status just lost entirely if the character is transfered?

Only to find out that even transfered back it looks me out of the NCB until March! Not likely! ;)

the character remains NCB possible but if it would be set on a user with NUB it wouldn't be used.

also transferring it to another user that already had a NCB should make it not work either imo
